National Community Survey Reveals Resident Satisfaction and Priorities
The City presented the findings of the 2026 National Community Survey (NCS). The survey, conducted every three years, assesses residents' experiences with quality of life, confidence in government, and ten facets of livability. Key findings indicated a decrease in overall quality of life ratings, a significant drop in utility infrastructure satisfaction (partly attributed to PFAS concerns), but improvements in safety, community engagement, and transportation perceptions. Social media and the city newsletter were rated highly as reliable information sources. Staff will use these findings to develop the new strategic plan.
Project Labor Agreement Ordinance Updated
The City Council considered an ordinance amending the Collinsville Code of Ordinances regarding Project Labor Agreements (PLAs). The ordinance proposes to increase the threshold for requiring PLAs from $10,000 to $100,000, to better define projects requiring PLAs (excluding those using TIFF monies), and to allow PLAs to go through local labor organizations beyond the Southwestern Illinois Building and Construction Trade Council. This aims to modernize the ordinance, which has not been changed since 1999, and streamline processes for contractors.
Sidewalk Dining Barrier Requirements Amended
The City Council considered an ordinance to amend Title 17 zoning regulations regarding pedestrian barriers for sidewalk dining. The proposed amendment aligns the zoning ordinance with the updated liquor code by removing the requirement for permanent barriers for sidewalk dining in the uptown area, allowing for temporary barriers instead. This change aims to improve accessibility, reduce sidewalk congestion, and provide more flexibility for businesses.
Motor Fuel Tax Funds Appropriated for Streetscape Grates
A resolution was approved to appropriate $23,796.20 in Motor Fuel Tax funds for the installation of trench grates for Streetscape 4. This is a cleanup item for a project completed in 2016. IDOT closed out the project last year, finding the contractor lacked Buy America certification for the grates. The city opted to pay for the grates separately rather than incur higher costs for reopening the contract and engaging an engineering firm.
City Proclaims July as Parks and Recreation Month
The City Council recognized July as Parks and Recreation Month with a proclamation. The proclamation highlighted the integral role of parks and recreation in building healthy communities, improving quality of life, contributing to economic prosperity, and enhancing environmental well-being through improved air and water quality, habitat preservation, and recreational opportunities.
