Beverly Hills City Council Adopts Policy for Hybrid Meeting Service Disruptions Ahead of State Mandate

The Council adopted a policy for handling disruptions in internet or telephonic service during hybrid meetings, as required by SB 707, effective July 1, 2026. This policy provides a framework for responding to service disruptions on the city's end, not user-end issues. If a disruption occurs, the City Clerk will notify the Mayor, and a recess of at least one hour will be initiated to restore service. If service is not restored within an hour, the Mayor will reconvene the meeting, allowing it to continue in-person if the Council finds that good faith efforts were made to restore remote access and that continuing the meeting outweighs the public interest in remote access. Council members acknowledged the mandatory nature of the policy and confirmed that a quorum must still be physically present.

Beverly Hills Council Denies Request to Remove Historic Sidewalk Pavers at 8484 Wilshire Blvd.

The Council considered a request from Douglas Emmett, the property owner of 8484 Wilshire Boulevard, to rescind an encroachment permit for decorative paving adjacent to the building. The paving, considered a character-defining feature of the 1972 William Pereira building, has extended into the public sidewalk under an encroachment permit. Metro's Purple Line extension project has necessitated sidewalk restoration, but replacement pavers are unavailable, and the existing paving has maintenance issues. Douglas Emmett proposed replacing the entire perimeter sidewalk with diamond-patterned concrete, consistent with city streetscape standards, in exchange for the city assuming future maintenance. The Cultural Heritage Commission (CHC) recommended denying the request to rescind the permit, urging continued efforts to find replacement pavers and retain the CHC's oversight. Metro is proceeding with temporary concrete for safety in some areas while searching for pavers. Staff recommended denying Douglas Emmett's request to rescind the permit, aligning with the CHC's recommendation.

Beverly Hills City Council Approves Modest Rate Increase for Legal Services, Citing Increased Demand and Below-Market Fees
