Change Order Approved for Bay View Project to Utilize ARPA Funds on Parking Lot

City Awards 2026 Concrete Program Contract to Bedrock Contracting
The city council awarded the 2026 city concrete program contract to Bedrock Contracting and Excavating. The bid received was significantly higher than previous years due to increased fuel and material costs, as well as the nature of the work shifting to smaller, more frequent patching jobs. Bedrock Contracting has held the contract since 2013. The contract includes a single one-year renewal option. A resident cost for sidewalk replacement was established at 60% of the installation cost, with a recommended elimination of an additional engineering fee per square foot, setting the property owner rate at $7.44 per square foot.
City Council Approves Fiscal Year 2026 Budget Amendments
The council approved budget amendments for the fiscal year 2026, addressing revenue shortfalls and additional expenses. These amendments include adjustments for various departments and funds, with some revenues exceeding projections and others requiring offsets. Specifically, personal property tax reimbursement in May was significant, helping to balance some of the overestimations in real property taxes. The amendments also account for expenses related to the new restrooms at Bay View Park. The city plans to continue making adjustments as July and August accruals are processed, ensuring projects completed by June 30th are accounted for.
Clearwell Project Contract Cost Reduced via Change Order
The council approved change order number two for the Clearwell project at the water production plant, reducing the contract cost. The original contract amount was $9,863,685. This change order includes increases and decreases in unit items, resulting in a net decrease of $14,500.96, bringing the new contract cost to $9,849,184. The city's construction engineer, HRC, recommended approval. City Engineer Schultz is authorized to sign the document.
Water Production Plant Carbon Contract Approved with Kelgon Corporation
The city council approved a contract with Kelgon Carbon Corporation for carbon services at the water production plant. Kelgon has been the sole bidder and provider since 1999, offering a contract for six semiannual installments totaling $373,818, which represents an 8.2% increase over the previous contract. This fee covers the supply, delivery, installation, storage, and reactivation of carbon, as well as annual testing. The contract authorizes city engineer Steve Schultz to sign.
