Interim City Manager Adam Pulitzer received thanks from council members for his service over the past several months. Councilmember Bowler and Vice Mayor Pryor praised his leadership, communication skills, and interest in Alameda. Mayor Ashcraft also expressed appreciation for his work. Alameda Museum Agreement Referral to Include Indigenous History and Repatriation Efforts
Councilmember Jensen proposed a referral to explore amending the Alameda Museum Agreement to include requirements for displaying and archiving Indigenous artifacts, developing an Indigenous program in partnership with local Indigenous organizations, and addressing historical sediment settlements. The Assistant City Manager and Library Director are working with the museum and the Li'Shawn Ohlone tribe on repatriation of artifacts and developing a culturally appropriate educational display at the library. A public speaker also emphasized the importance of including diverse community histories, such as those of Chinese laborers and farmers, in museum exhibits.
City Council Moves to Ban Ratio Utility Billing Systems (RUBS) for Tenant Utilities
The City Council introduced an ordinance to amend the rent control limitations on evictions and relocation payments to prohibit Ratio Utility Billing Systems (RUBS) for utility charges. Landlords will have a process to receive a one-time utility adjustment for rent. This aims to prevent utility fees from being used as a way to circumvent rent increase limits, address transparency issues, and ensure tenants pay for their actual usage. The ordinance bans new RUBS for new tenancies and provides a phased petition process for existing tenancies to adjust rent based on average utility costs, with an incentive for installing submeters.
Alameda Marina Master Plan Amended to Reduce Affordable Housing Requirements for Foundry Project
The Alameda Marina Master Plan was amended to modify affordable housing requirements for phase three, specifically decreasing the number of required affordable units to 8% very low income. This amendment is necessary for the project to proceed with its building permit, aligning with new inclusionary housing requirements adopted earlier in the month. The project, known as the Foundry, is a 259-unit apartment building and is shovel-ready with financing in place.
